LOS ANGELES, CA – Two siblings have been arrested in connection with the fatal shooting of Cuauhtémoc “Témo” Garcia, a husband, father, and businessman who was killed while exercising along a popular bike path in Cerritos. The arrests follow a tip tied to a video posted on TikTok, which appears to have played a critical role in identifying the suspects.
Garcia, 66, was shot around 12:30 p.m. on February 25 near Don Knabe Community Regional Park, where he was known to take regular walks. He was pronounced dead at the scene. Authorities described the shooting as targeted, though the motive remains unclear.
Street People learned that Los Angeles County sheriff’s investigators had released surveillance footage showing a man and woman following Garcia shortly before the shooting. SP obtained details suggesting that a breakthrough in the case came when an anonymous viewer recognized the same individuals in a separate, unrelated TikTok video filmed by tourists at a Panera Bread location in Cypress. In the clip, the man and woman are seen involved in a confrontation in which racial slurs were allegedly used.
According to insights reviewed by SP, that tip led investigators to identify the pair as siblings John Chong Uk Moon, 54, and Cindy Kim, 58. Detectives believe the two had been living in a Toyota Prius in an effort to remain undetected in the days following the killing.
SP came across information indicating that Fullerton police located the vehicle on the night of March 9. After a pursuit, the car was disabled in Anaheim by an undercover officer using a tactical maneuver. Both suspects were taken into custody without incident.
Authorities allege Moon was the shooter and that Kim was present during the attack. Both are being held without bail on suspicion of murder, and formal charges will be presented by the Los Angeles County District Attorney’s Office.
Garcia’s family credited the anonymous tipster with helping bring the case to a turning point. “Thank you so much. You have made such a difference to a family,” said Michelle Garcia, Témo’s widow. “So we can bury my husband at least knowing that they have the people in custody.”
Garcia, described as disciplined and deeply committed to his health, had been married for nearly 30 years and was the father of two. A longtime local business owner, he was known for his consistency, compassion, and quiet strength.
Investigators said there is no indication that Garcia had any prior connection to the suspects. The siblings are expected to be arraigned in Bellflower in the coming days.
