LOS ANGELES, CA – A Michigan man was sentenced Monday to 25 years to life in state prison for the first-degree murder of a man whose body was found near the Santa Monica Pier in a crime that shocked the community and required a cross-state investigation.

Mohamed Abou-Arabi, 25, was convicted in September 2024 of murdering 35-year-old Mujtaba Anwer Al Ashoor. The victim, a Dearborn, Michigan resident, was found lifeless in the driver’s seat of a vehicle parked at Lot 1 North, a popular area near the beach, on November 2, 2022.

Authorities said Al Ashoor suffered multiple fatal stab wounds. His body was discovered by a parking attendant who notified the Santa Monica Police Department.

“This was a senseless and brutal killing that robbed a man of his life and left a community shaken,” said Santa Monica Police Chief Ramon Batista. “The investigation required painstaking work, and I commend our detectives for their diligence in ensuring justice was served.”

Investigation Spanned Multiple States

The investigation was led by the Santa Monica Police Department, which collected extensive evidence at the crime scene, including hundreds of DNA swabs, latent fingerprints, and more than 1,000 photographs. Detectives identified Al Ashoor as the vehicle owner and learned that he had recently purchased the car from a private party in Southern California.

Using evidence and digital surveillance, investigators tracked Abou-Arabi’s movements from Santa Monica back to his home in Dearborn, Michigan, shortly after the killing. Detectives worked closely with the Dearborn Police Department to monitor Abou-Arabi’s activity, eventually building enough evidence to issue an arrest warrant.

In January 2023, Santa Monica detectives traveled to Michigan, where Abou-Arabi was arrested and extradited to California. He was booked into the Santa Monica Jail on January 18, 2023, and subsequently charged with first-degree murder.

The Los Angeles County District Attorney’s Office also filed a sentencing enhancement for weapon use, specifically a knife, which played a significant role in the fatal attack.

Sentencing and Legal Proceedings

Abou-Arabi’s sentencing on January 13, 2025, included a one-year enhancement for the use of a deadly weapon, bringing the total sentence to 26 years to life in state prison.

The court heard arguments from both the prosecution and the defense during the sentencing. Prosecutors emphasized the deliberate nature of the attack and the danger Abou-Arabi posed to the public. Meanwhile, the defense presented mitigating factors but did not contest the jury’s findings.

Despite his conviction, Abou-Arabi has refused to discuss the motive behind the murder. Authorities say his criminal history includes two prior misdemeanor weapons offenses in Michigan, though neither suggested the level of violence exhibited in this case.

“This sentence reflects the seriousness of the crime and the commitment to ensuring accountability,” said Los Angeles County District Attorney Nathan Hochman in a statement.

The case has left lasting effects on both the Santa Monica community and the victim’s family. Al Ashoor’s relatives, many of whom traveled from Michigan to attend the trial, expressed their grief and called for greater awareness of violence prevention.

“We lost a kind, loving soul who brought so much joy to our family,” said Al Ashoor’s sister during an emotional victim impact statement. “This verdict cannot bring him back, but we hope it sends a clear message that such violence will not go unanswered.”

The murder near the Santa Monica Pier drew widespread attention due to the public nature of the crime and the challenges investigators faced in piecing together evidence.

Residents in Santa Monica have expressed relief at the resolution of the case. “It’s reassuring to know that justice was served,” said Claudia Romero, a local business owner near the pier. “But it’s also a reminder that we need to remain vigilant and look out for one another.”

The case highlights the growing use of forensic technology and interagency collaboration in solving complex crimes. Law enforcement officials noted that the swift coordination between California and Michigan authorities was instrumental in apprehending Abou-Arabi.

While justice has been served in this case, questions remain about the motive and circumstances that led to the brutal killing. Authorities continue to encourage the public to report any information that could shed further light on the events surrounding Al Ashoor’s death.
