Oxnard Man Arrested in Alleged Narcotics Operation Targeting Students

LOS ANGELES, CA – An 18-year-old Oxnard man was arrested after Ventura County detectives accused him of operating a narcotics distribution system that supplied illegal drugs, marijuana products and nicotine products to juveniles attending middle and high schools across the region.

The suspect was identified as Dylan Ruiz, 18, of Oxnard, by the Ventura County Sheriff’s Office.

The investigation began in August after a concerned parent reported that their child may have been exposed to illegal narcotics. According to investigators, the parent noticed significant changes in the child’s behavior as well as a noticeable decline in academic performance.

That report prompted deputies to begin gathering information about the suspected source of the narcotics and how the drugs were being distributed to young people in the community.

Investigation focused on suspected youth drug distribution

Headquarters Station detectives became involved in the investigation and later worked with the Ventura County Fentanyl and Overdose Crimes Unit.

During the investigation, authorities identified Ruiz as a suspected supplier of illegal narcotics, marijuana products and nicotine products to juveniles attending local middle schools and high schools.

Detectives alleged that Ruiz was operating an organized distribution system through which juvenile customers could select from different narcotics and related paraphernalia.

Investigators also said some of the products were packaged in colorful containers or featured cartoon characters and other imagery that could be particularly appealing to young children.

According to authorities, the investigation indicated that Ruiz traveled to different locations around Ventura County to facilitate alleged drug transactions. Some of those locations were in areas near local middle and high schools.

Information gathered by Street People indicates that investigators subsequently obtained search warrants covering Ruiz, his vehicle and his residence in the 500 block of North Garfield Avenue in Oxnard.

Loaded firearm found during arrest

On Sept. 10, detectives located Ruiz while he was driving in Oxnard and conducted a traffic stop.

Authorities said Ruiz was arrested after detectives found a loaded firearm in his possession.

Investigators then served the search warrant at his residence. During the search, detectives reported finding an abundance of narcotics and other evidence they believed was connected to the alleged distribution operation.

The investigation involved both suspected drug activity and firearms-related allegations, resulting in several charges against Ruiz.

He was arrested for:

  • Unlawful transfer of a firearm
  • Carrying a concealed firearm within a vehicle
  • Carrying a loaded firearm on one’s person
  • Possession of a controlled substance while armed with a firearm
  • Possession of a controlled substance for sale
  • Possession of marijuana for sale
  • Furnishing marijuana to a minor

The charges are allegations, and an arrest does not establish guilt. The case will proceed through the criminal justice system.

Suspect held on $50,000 bail

Ruiz was booked into the Ventura County Jail and is being held in lieu of $50,000 bail.

The investigation began with information provided by a parent who became concerned about changes in a child’s behavior and school performance. Authorities said that initial report eventually led detectives to investigate how narcotics were allegedly being supplied to juveniles.

The Sheriff’s Office said the investigation involved Headquarters Station detectives and the Ventura County Fentanyl and Overdose Crimes Unit.

Authorities also encouraged parents, educators and community members to remain alert to suspected drug activity involving juveniles and to report concerns to law enforcement.

The Sheriff’s Office said information provided by community members can assist investigators in identifying people suspected of selling or furnishing drugs to young people.

Investigation continues

The allegations against Ruiz involve suspected distribution of several types of products to juveniles, including illegal narcotics, marijuana products and nicotine products.

Investigators also recovered a loaded firearm during the arrest and additional evidence during the search of Ruiz’s residence, according to authorities.

The Sheriff’s Office said it considers the sale or distribution of narcotics involving children and young people a serious public-safety concern. The department said the investigation remains part of its broader effort to address drug activity affecting Ventura County communities and schools.

Ruiz remains subject to the criminal proceedings stemming from the Sept. 10 arrest, with the allegations to be addressed through the court process.
