41-Year-Old Man Killed by Hit-and-Run Driver in Apple Valley

LOS ANGELES, CA – A 41-year-old Apple Valley man died after being struck by a hit-and-run driver early Aug. 28, prompting an ongoing investigation by authorities in San Bernardino County.

Deputies were called shortly after 1 a.m. to the 19000 block of Outer Highway 18 South following reports of a person being struck in the roadway.

Investigators determined that a vehicle was traveling eastbound when it struck the man, according to the information released about the case.

The victim was transported to St. Mary Medical Center, where he later died from his injuries.

Authorities identified him as Cassidy Kelsay, 41, of Apple Valley.

The driver accused of hitting Kelsay did not remain at the scene and left without checking on the injured man, deputies said.

Investigators have not released a description of the suspected vehicle or the person believed to have been driving it.

That leaves one of the most important parts of the investigation unresolved: identifying the vehicle involved and determining who was behind the wheel.

Information reviewed by Street People indicates authorities have also not publicly described what happened immediately before the collision, including whether Kelsay had been walking along or crossing the roadway when he was struck.

No arrests have been announced.

The San Bernardino County Sheriff’s Department provides law enforcement services throughout the county, while its Apple Valley station handles patrol and investigative responsibilities in the town.

The Sheriff’s Department also lists 760-956-5001 as its non-emergency dispatch number for the county’s desert region, matching the contact information authorities provided in connection with this investigation.

Driver Left Before Deputies Arrived

Hit-and-run investigations can become more difficult when officers arrive without the suspect vehicle still at the scene.

In this case, authorities have not disclosed whether investigators recovered vehicle fragments, surveillance footage, witness statements or other evidence that could help identify the driver.

They also have not said whether speed, impairment or another traffic violation may have contributed to the collision.

At this stage, officials have released only the basic sequence of events: an eastbound vehicle struck Kelsay, he suffered fatal injuries and the driver left rather than remaining at the scene.

The lack of a public vehicle description means investigators are relying on information and evidence that have not yet been disclosed.

Victim Taken to Hospital Before His Death

Kelsay was alive when emergency personnel transported him from the scene to St. Mary Medical Center.

He later died from his injuries.

The San Bernardino County Sheriff-Coroner maintains official records for fatal incidents investigated across the county, although the publicly searchable recent coroner releases reviewed by Street People did not provide additional details about Kelsay’s case beyond the information already supplied for this report.

Authorities have not publicly described the nature of Kelsay’s injuries.

They also have not released information about whether he was alone at the time or whether anyone witnessed the collision directly.

Investigation Remains Open

No suspect or vehicle description has been made public, and authorities have not indicated whether they have identified a person of interest.

Investigators are asking anyone who may have seen the collision, the vehicle involved or activity in the area around the time of the crash to come forward.

For now, the driver who struck Kelsay has not been publicly identified, and the investigation remains ongoing.
