LOS ANGELES, CA – Federal and state agencies are intensifying efforts to help victims of the Palisades Fire replace critical documents and access FEMA assistance as the recovery process continues. The wildfire, which caused significant destruction in Los Angeles County, has left residents in urgent need of support as they begin returning to their neighborhoods.
Governor Gavin Newsom signed an executive order Monday to accelerate flood prevention measures amid concerns about mudslides and debris flows in the affected areas. Authorities have partially lifted evacuation orders, allowing some residents in the Pacific Palisades and Topanga Canyon regions to return. The Los Angeles County Sheriff’s Department has maintained heightened patrols in both repopulated and evacuation zones, requiring returning residents to present identification or proof of residency.
FEMA Assistance Requirements and Application Process
The Federal Emergency Management Agency (FEMA) mandates that applicants provide proof of identity and residence to qualify for aid. Victims can visit local Disaster Recovery Centers to replace key documents, including California driver’s licenses, property deeds, Social Security cards, and U.S. passports.
Once registered, residents are encouraged to create accounts at DisasterAssistance.gov to track their applications, submit supporting documents, and monitor updates. While FEMA typically provides responses within 10 days, high demand may result in delays, officials said.
FEMA also emphasized the importance of recognizing official communication channels to protect against scams. Official emails will come from @dhs.gov or fema.intouchconnections.com addresses, phone calls will originate from 1-800-621-3362 or 1-866-863-8673, and text messages will come from 43362 or 91908.
The application process includes a home inspection to confirm disaster-related damage. FEMA inspectors will either visit homes in person or conduct virtual inspections, all free of charge. Inspectors will carry official FEMA identification and will not request personal registration numbers, which FEMA identified as a potential scam red flag.
Document Replacement Support
State agencies, including the California Department of Motor Vehicles, are offering expedited services to replace driver’s licenses, identification cards, and vehicle titles. For vital records, such as birth, death, or marriage certificates, the California Department of Public Health is collaborating with county recorder’s offices to assist residents.
Two Disaster Recovery Centers are currently operating daily from 9 a.m. to 8 p.m.:

- Pasadena City College Community Education Center, 3035 East Foothill Blvd., Pasadena
